（中央社記者葉素萍台北1日電）總統府代理秘書長劉建忻今天在立法院指出，總統蔡英文很清楚地表達支持婚姻平權，她認為同志也有結婚的權利，至於如何修法，她也尊重國會與社會的討論。

總統府代理秘書長劉建忻今天赴立法院司法法制委員會報告總統府106年度工作計畫及收支預算案。

親民黨立委周陳秀霞詢及婚姻平權議題，蔡總統是支持民法修改還是支持訂定專法？

劉建忻說，蔡總統很清楚地說她支持婚姻平權，她認為同志也有結婚的權利，至於如何修法，她也尊重國會與社會的討論。

周陳秀霞追問劉建忻的個人意見為何？是支持修民法或訂專法？劉建忻說，他對這個沒有深入的研究，但是如果能達到讓同志也有結婚權利的目標，參考其他國家作法，這些作法其實都可以被討論，不必太針鋒相對。過去看到其他國家，有的是用伴侶法，有的是用專法，有的是判決，有的直接修改婚姻的定義，各種路徑都有。

周陳秀霞則認為，目前社會對立和衝突的能量非常大，蔡總統一定要折衝，不能放任對立衝突繼續下去，否則國家會動盪不安。1051201
